Phil was initiated into Local 230 in 1981, apprenticed and became an Electrician Wireman, became a Shop Steward, Safety Committee Member, Fire and Emergency Response Team Member receiving the IBEW Life Saving Award in 1986. Phil has worked in the Industrial, Commercial, Institutional, Marine and Motor Winding Sectors and has traveled in various other IBEW locals in the Country, opening his eyes to the way others conduct business in their local union.

As the Local 230 Organizer from July 1996 - Dec. 1997 - Phil conducted many successful organizing drives against nonunion employers such as Alert, Apple, Betts and Bridge Electric Corp., Cobra, Coval and Harbor Electric, Just Repairs, Swiftsure Electric and Trilec Installations. At the same time, pressuring Provincial and Federal Governments to enforce minimum labour legislation, Fair Wage Laws, Occupational Safety and Health Regulations, The Apprenticeship Act and the Canadian Electrical Code, appointed to the Dockyard Trades and Labour Council.

As Business Representative from Jan. 1998 - Dec. 1999 - Phil continued to organize with drives against Goodhope Electric, Cougar Pacific Controls and Puntledge Plumbing and Power, now preparing and presenting our Labour Relations Board cases and Grievances evolving from our Collective Agreements. While servicing the Marine section of the local, sitting as Delegate to the Victoria District Metal Trades Council, served as Co-Chairman on the Committee struck to rewrite the Dockyard Trades and Labour Council Constitution and Bylaws, served as a Trustee to the IBEW Local 230 Cablevision Health and Welfare plan.

As Assistant Business Manager from Jan. 2000 - June 2002 - Phil continued his duties Organizing Nanaimo Shipyard, Tradewinds Electric and the E&N Railway, co-authored the Council of Railway Unions Constitution and Bylaws and elected as the President of the Council, began writing Workers Compensation Board Appeals, worked "hand in glove" with the webmaster in the Start up of the local's website, served as an Executive Council Member to the Highway Constructors Council during the construction of the new inland Island Highway, appointed to the Camosun College Program Advisory Committee, served as a Delegate to the 36th International IBEW Convention.

As Business Manager from July 2002 - June 2005 - Phil was elected as the President of the Vancouver Island Building Construction Trades Council, Served on the BC Federation of Labour Legislative Research and Labour Board Advocates Committee, elected as the President of the Vancouver Island Council of Railway Unions, and Recording Secretary to the IBEW Provincial Council, Phil hosted the Local's 100th Year Anniversary Celebration, Co-chaired the VIRDI process, wrote the Motion to create the IBEW Local 230 Building Fund, wrote and Moved the reduction of "Dues the Month after".

As Business Manager from July 2005 - June 2008 - Phil received the Advanced Trustee Management Standards Certificate for Group Benefits Management, wrote a comprehensive Motion to reduce Market Recovery Dues based upon an annual independent audit of the Local Union's market share in construction, Phil was elected to the BC Federation of Labour Executive Council, the position of IBEW BC Provincial Chairman, the BC Yukon Building Construction Trades Council Executive Board, Hosted the IBEW All Canada Progress Meeting, served as a Delegate to the 37th International IBEW Convention.

As Business Manager from July 2008 - June 2011 - Phil was approached by the Vancouver Island Economic Alliance to sit on their Board of Directors tasked with documenting a better understanding of the Island's various economic sectors in each of our Island communities, spearheaded the stand alone Society to manage the purchase of the Local 230 Building Society owned building, got local participation in the International's NexGen project, asked to sit on the Provincial New Democratic Party Economic Policy Committee in relation to the construction industry, became an Officer of the BC Federation of Labour, and attended the 2nd Congress of the International Trade Union Confederation representing over 80 million union members from around the world.

As Business Manager from July 2011 - June 2014 - Phil was appointed by IBEW International President Ed Hill to serve as Canada's representative on the Law Committee for the purpose to review all proposed resolutions to change the IBEW Constitution during the International Convention, served as a Delegate for the 38th IBEW International Convention, elected as the first Canadian Delegate by the Convention as Metal Trades Delegate to the American Federation of Labor.

The Collective Agreements Phil has Negotiated are clean, clear documents giving our members superior working rules and good solid increases into wages and benefits. One thing Phil has learned is, to be very aware of what is taking place around the rest of North America and the World, as today's immediate global transfer of knowledge, trade and movement of labour events around the world will eventually end up on our doorstep, and finally, without our membership, that means you the retirees of yesterday, the journeymen of today, and the apprentices of tomorrow, without you, this is all for nothing.....
